Use this form to register for hunting spots in the Upper Mississippi Conservation Area. You will need a current annual Resident or Nonresident Small Game Hunting Permit, a Missouri Migratory Bird Hunting Permit, and your 9-digit conservation ID number to register. You will not need a Migratory Bird Hunting and Conservation Stamp (Federal Duck Stamp) to apply, but you will need the Federal Duck Stamp while hunting.

Permit Requirements

  • All applicants must be at least 16 years old.
  • If you are between the ages 16 and 64, you are required to have a current annual Resident or Nonresident Small Game Hunting Permit and a Missouri Migratory Bird Hunting Permit.
  • If you are a Missouri Resident age 65 or older, or a resident/nonresident disabled veteran, you only need to have a Missouri Migratory Bird Permit to apply.
  • If you are a nonresident age 65 or older you must have a nonresident Small Game Hunting Permit and a Missouri Migratory Bird Permit.

  • Enter a valid email address and phone number that will be used to notify you if you are drawn.
  • Check the box to indicate whether or not you are a disabled veteran.

NOTE - the only sites in the reallocation drawing are A12, W6, W9.

The main drawing for Upper Mississippi Conservation Area waterfowl blinds will be held every other year, on even years. The drawing is composed of four phases.

  1. During the Applicant Registration, applicants register to be entered into the draw, and select their preferred blind sites.
  2. The random Drawing is performed and successful applicants are notified by email.
  3. During the Co-registrant Selection, successful applicants may select up to three hunters (co-registrants) to occupy the blind site with them.
  4. If any blinds are relinquished, a Reallocation Drawing will be held to reassign those blind sites.

Pool Maps

The Upper Mississippi Conservation Area includes federal lands along the Mississippi River north of St. Louis. These federal lands, including Pools 24, 25, and 26, consist of 87 separate tracts totalling 12,500 acres between Melvin Price Lock and Dam and LaGrange.
